East Riding of Yorkshire Council’s Planning Committee has resolved to follow the recommendation in the Report to the Planning Committee for the proposed Brough South development.
The application is to be deferred for:-
1. The outstanding issues relating to the requirements of the Highways Agency, Highway Control and Natural England to be resolved.
2. The completion of a Section 106 Agreement relating to the provision of affordable housing, on site primary education provision and off site financial contribution to secondary education, highways infrastructure works, residential and commercial travel plan, public transport contributions including provision of transport hub, provision of footpaths and cycleways, off site ecological mitigation works and on site outdoor play space provision.
3. Referral to the Secretary of State under the Town and County Planning (Consultation) (England) Direction 2009.
The Director of Planning and Economic Development shall then be authorised to approve the application subject to conditions as detailed in section 12 of the Committee Report and as recommended by the Highways Agency, Highway Control and Natural England.
We are pleased with the decision of the Planning Committee and understand that this is an extremely large and complex application and that a number of technical issues still need to be resolved. The Brough South Consortium remains committed to this project and we will look forward to dealing with the outstanding matters. In addition, we welcome the establishment of a liaison group and look forward to working with this group during the project.
